Shelton
Director
TO: Jim Herron
FROM: Jim Pendleton w""~~
RE: Northern Coal(Company!s Request to Mine Beneath
Curtis Creek
I have reviewed Northern Coal Company's submission of supplemental
materials regarding their request to extend development workings
for the Rienau H2 mine beneath Curtis Creek. I forward the following
comrrents for your consideration.
subslden~e MOnltOrln
Northern Coal Company states that five subsidence monitoring points
have been installed above and adjacent to the Location of their
proposed development mains beneath Curtis Creek. My examination of
map ME-7960-10-1 /2 discerned only Four points (number 8, number 10,
number 1Z and number 12) along with the five survey control points
(H384, HRJ-I, HRC-l, P, JLW No.I). I believe that a more definitive
program of subsidence data gathering could be accomplished if several
more monitoring points were installed outside the development mains
to the north and south of the existing points, in line with those
existing points. This would allow a longer profile across the area
of the proposed workings.
The applicant suggests a six month monitoring frequency for surveying
the subsidence monitoring points. Rule 2.05.6(6)(c)(i)(D) requires
monitoring quarterly, commencing one month prior to mining beneath the
monuments. Rule 2.05.6(6)(c)(i)(E) requires the submission of the
results of the monitoring program semi-annually. Rule 2.05.6(6)(c)
(i)(F) requires that the rranitoring program "extend for a time, beyond
cessation of mining any area, consistent with the need for verification
of the subsidence prediction".
The applicant has indicated a desire to pursue mining beneath Curtis
Creek, and at some time in the future, beneath the broad valley to
(cont'd)
December 17, 1980
