We are <br />concerned that the review of our permit application will not be completed <br />prior to the expiration of that revision. We are therefore requesting <br />that another technical revision be approved that would allow mining to <br />continue beyond the end of October and until our permit application is <br />approved. <br />I have attached Exhibit C which shows the mine layout for the <br />Blue Ribbon Mine. I have shaded on this exhibit the areas which will be <br />mined during October, November and December. You will note that pillar <br />extraction is expected to begin during December of 1981 when development <br />of the first panel is complete. The July 1981 technical revision approval <br />stipulated that pillar extraction could not begin until a subsidence <br />monitoring plan was approved and a network installed on the surface. <br />Since July, our analysis has shown that under the current Colorado <br />regulations, no monitoring nor subsidence plan is required since no <br />structures or renewable resource lands are present over the mining area. <br />Our revisions to the Blue Ribbon Mining and Reclamation Plan replace the <br />previous subsidence section with the section making this case. We <br />therefore would not want to install a subsidence monitoring network prior <br />to the approval of the plan. We are requesting your prompt review of <br />that portion of the plan so that we could begin to remove pillars as <br />scheduled in December.
