OF JyATUItAL RIi9URC~1 <br />Colorado Mined Land Reclamation <br />423 Centennial Building <br />1313 Sherman Street _ <br />Denver, Colorado 80203 <br />SUBJECT: Dorchester #1 Mine - File #C-014-81 <br />Construction of a 69KV Power Line and Substation <br />and Addition of a Coal Breaker <br />Dear Carol: <br />Enclosed is Map DOR-1 showing the location of the subject substation <br />and power line in relation to the Dorchester #1 Mine. Construction <br />of the powerline is necessary to allow the mine to operate at maximum <br />capacity. <br />Dorchester Coal has consulted with Mr. Scott Skinner of Southern <br />Colorado Power Co. regarding construction of this power line. They <br />will be totally responsible for all aspects of the line to the new <br />Dorchester substation, as shown. At that point, Dorchester will <br />become responsible for construction of the new substation and the <br />69KV line to our existing substation. All local, state and federal <br />rules and regulations will be followed in the construction and <br />maintenance of this line, as they pertain to Dorchester Coal Company. <br />Construction of the new substation would consist of approximately <br />a 50'x60' site and a 12'x12' concrete pad with up to five (5) 1000KV <br />transformers, or one (1) 7500 KV transformer located on it. Before <br />construction begins, topsoil from the pad area would be removed to a <br />depth of 6-12" and placed in the topsoil stockpile. Total earthmoving <br />is expected to be less than 25 cubic yards. Upon completion of <br />construction, the substation would be fenced and graveled. A berm <br />would be constructed along the lower end of the site for erosion and <br />runoff control. <br />As plotted on Map DOR-1, routing of the 69KV power line from the new <br />substation to Dorchester's existing substation (approximately 3,850') <br />will cause virtually no surface damage. The total number of poles <br />needed for the line is 22 to 24, according to standard practices. <br />Dorchester Coal does not plan to place coal waste south of the existing <br />or proposed power lines at this time. Alternative coal waste diposal <br />areas could be abandoned strip pits or by revising the current coal <br />waste pile plans. <br />A Suhsidiary o/ Dnrch ecrer Gac Cnrpnra rinn <br />
