The par[ of the plan that is approved <br />is limited [o underground mining to develop [hat portion of the 1st North <br />Mains, [lie 7th Fast Mains, and to ininc [he 5th Fast and 6th Fast Panels. The <br />areas in which mining Ls permitted on the new federal coal lease (C-27432) are <br />shown on [he map attached [o Ui(s Letter (Attachment li). • <br />It is our determination that geotechnical considerations have necessitated <br />deferring mining the majority of the coal remaining in the First federal coal <br />lease (C-25079) until coal is removed from areas to [he north of that lease. <br />Further, inability to Fold [he roof and to avoid dangerous gas conditions have <br />removed otlierwlse recoverahle coal frogs further consideration. Therefore, <br />this approval is necessitated to maintain [he production initially envisioned <br />for rile first federal coal lease and is taken to protact those recoverable <br />reserves remaining in that lease. I[ is understood that you will continue to <br />mine the 1st Wes[ and 4th East Panels. <br />In effect, this approval g(ves Colorado Westmoreland the ability to mine that <br />amount of coal specified in Lease C-25079 under improved mining conditions. <br />Th1e amounts to approximately 14 months production at the present rates <br />established by the lease (770,000 tons/year). I hope that you will be able to <br />take advantage of this opportunity to improve recovery and mine conditions. <br />This office is, Sn cooperation with the State of Colorado and the other <br />Interior agencies, continuing to review your full submittal. We will advise <br />you of the deficiencies at the earliest possible date.
