Monte Pascoe, Executive Director
MINED LAND RECLAMATION
423 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel. (303) 866-3567
David C. Shelton
Director
~: Sandy Emrich
FROM: Jerry Zimpfer/,(7~
RE: Foidel Creek Underground Mine, Response to Completeness Review
DATE: October 19, 1982
I have reviewed Colorado Yampa Coal Company's (CYCC) response to our
September completeness review. Items 3, 4, and 5 in the October 15th
letter from CYCC to Dave Shelton address the issues that I identified.
The applicant's responses are sufficient to make these items complete.
However, I am somewhat concerned with the applicant's reliance upon
published U. S.G.S. data for their spring survey. Normally, such studies
are not as intensive as those survey's performed by the applicant's
themselves. In addition, one water quality sample for each of the two
springs identified is not sufficient to show the seasonal variations in
water quantity and quality. Although the information provided minimally
addresses the requirements of the regulation, it may not be adequate to
complete oui technical findings. At a minimum, the Division should require
that the applicant perform his own spring survey as a stipulation to the
findings document.
We should discuss this issue and how it has been handled with other
operations at tomorrow's meeting.
/ep
cc: Ed Bischoff
Jim Pendleton
Dave Craig
