The plan is <br />technically adequate for: (1) post mining land use proposals, and (2) con- <br />sistency with stipulations required by the lease. <br />The unsuitability criteria have been applied to the leases (permit area) and <br />no part of the 7,491-acre tract is unsuitable for underground coal mining <br />operations. <br />Having found the area suitable for mining, we recommend the approval of the <br />Roadside and Cameo No. 1 Mines mining plan and further recommend that a mining <br />permit be issued provided the following stipulations are included in the <br />permit: <br />1) The lessee will obtain a written agreement from all right-of-way grantees <br />for permission to conduct mining and associated operations within the area of <br />their right-of-way or for relocation of the right-of-way to the satisfaction <br />of the grantee. A copy of this agreement will be furnished to the BLM. <br />2) In the event that it is necessary to relocate a right-of-way or easement, <br />consultation shall take place between the right-of-way holder and the lessee. <br />All costs involved in the location will be borne by the lessee. <br />3) Where underground mining is to take place, monitoring for impact to known <br />site locations will be required in those areas where subsidence has been <br />determined to be occurring, or where there is a possibility that it may be <br />occurring. All monitoring of sites is to be carried out by a qualified <br />archaeologist. If subsidence is determined to be affecting cultural resources, <br />the BLM, Grand Junction Resource Area Manager will be notified and appropriate <br />
