The actual <br />costs of reclamation and the costs of bonding a surface coal mine <br />is, due to the multitude of requirements, considered a significant <br />cost per ton of coal. While these costs are large, they do permit <br />an operator flexibility in technique and use of equipment in <br />achieving an end result.
