Self: <br />The purpose of this letter is to convey certain preliminary concerns trhich <br />have been identified in the coordinated t1LR-OSM review of the application <br />referenced above. This report constitutes the 60-day notifications as to the <br />substantive adequacy of your application, pursuant to CRS 1973, 34-33-118(5). <br />I would like to stress the preliminary nature of this report, as the review <br />has not been completed by MLRD or by the OSM. Additional conrnents may be <br />forthcoming as our joint review progresses on the issues raised in this letter <br />and on others. The revievr of the cultural resources, roads, air resources, <br />and coal recovery is not complete at this time. Comments on these topics <br />will be forwarded to Snovanass as soon as they are available. <br />All responses to deficiencies identified in this review process should be <br />presented as revisions to the existing application, not as additional submissions. <br />In order that the final permit document will remain as comprehensive and <br />concise as possible, all revisions should be prepared in a manner that will <br />facilitate their insertion in the application to replace the revised materials. <br />This must be done for all t~•relve volumes submitted to the regulatory agencies <br />(MLR-5, OSM-7) as well as for any other applications on public file. <br />In order that we may have adequate time to review responses submitted by <br />Snowmass and incorporate the results of this revietr into the written findings <br />which must be prepared as a part of the decision process, it is essential <br />that Snowmass respond as expeditiously as possible to the concerns raised in <br />this letter.
