Lamm <br />Governor <br />Date: September 4, 1985 <br />To: Joel Sobol <br />From: Jeffrey Deckler /J!/ <br />Re: Sunlight Mine TR, File No. C-046-81, Adequacy Comments <br />In addition to the adequacy comments noted in the memo from Candace Thompson, <br />these additional adequacy concerns have been identified. <br />Topsoil - Rule 4.06 <br />In the technical revision there is reference to both topsoil and subsoil on <br />the site. However, during our meeting of September 3, the operator explained <br />that there is really no topsoil on the site. The descriptions in the <br />technical revision, as well as the topsoil handling and storage plan, should <br />be changed to reflect this situation. The terms "coversoil" or "suitable soil <br />material" should be used in place of the other terms. <br />Complete soils analyses should be submitted to support the operator's position <br />that the existing material is a suitable plant growth medium. <br />Revegetation - Rule 4.15 <br />All soil stockpiles must be revegetated to prevent erosion. <br />A change in the revegetation plan, deleting the use of shrub tublings, has <br />been proposed. The Division feels that the proposed plan is acceptable. <br />Other <br />Storage of explosives to be used in underground blasting should be addressed. <br />The TR calls for an increase in production from 5,000 tpy to 100,000 tpy. The <br />revision should address how this will change both the five year and life of <br />mine area projections. <br />A description of the clean-up activities for the old dump area should be <br />included. <br />The Division may require as part of the TR approval, an as-built map with a <br />two foot contour interval be submitted.
