The shales
and mudstones of the local stratigraphic section have weathered to form a
typically high-clay content residual soil throughout the valley site. For
this reason a durable rock filter will undoubtedly be necessary in order
to maintain a stable drained condition. The operator should be advised
that a stability analysis will be required for the proposed pile. The
thorough groundwater analysis we discussed several weeks ago with Northern's
personnel and their consultants will constitute a component of that
stability analysis. In addition, the existing access road to the disposal
site will obviously have to undergo major improvement in order to
facilitate access during wet weather.
/k
