Box 161 <br />Silt, CO 81652 <br />Re: Eastside Permit Review <br />File No. C-84-063 <br />Dear Mr. Self: <br />I have reviewed sediment control and reclamation plan portions of your revised <br />application. Additional information is needed on the following items: <br />Our July 25 letter requested a comprehensive narrative on salvage, <br />replacement and storage of topsoil and subsoil. The amended <br />application indicates that two feet of pant growth material will be <br />placed on the regraded refuse pile, but is not specific with respect to <br />the quantity of material to be respread on other areas, specifically <br />the office area, the backfilled portal area, and the coal storage <br />expansion-sediment pond area. Based on data in the application, <br />sufficient soil should be available from the two salvage areas to <br />replace two feet on the refuse pile, and at least 6" on all other <br />disturbed areas. <br />2. Erosion protection for primary and emergency spillways should be <br />addressed, as requested in the July 12 adequacy letter. <br />3. We feel that straw bale checks placed in drainages will not provide <br />sufficient sediment control during construction of the office and shop <br />facilities. A system of berms or check dams designed for the 2 year 24 <br />hour event would be more appropriate. Further, we recommend that a <br />series of filter fabric dams be installed below the office area and <br />maintained in addition to the revegetation and gravel surfacing. <br />4. Mulch rate and method of application should be specified.
