Lamm <br />Governor <br />February 10, 1984 <br />TO <br />FROM <br />RE: <br />Sandy Emrich <br />Joe Oliver <br />Energy Mtne(N¢. 3 Permit Application Adequacy Review <br />I have completed an adequacy review of the geology, ground and surface <br />hydrology, probable hydrologic consequences and alluvial valley floor <br />of Colorado Yampa Coal Company's (CYCC) permanent program mining and <br />reclamation permit application which was submitted to CMLRD on January <br />1984. <br />water <br />portions <br />13, <br />The following is a list of notes taken during my review, organized according <br />to each subtitle discipline, as they would appear in a findings document. The <br />numbered comments under each subtitle discipline refer to comments that should <br />be addressed to the applicant as an adequacy concern. <br />V. Geoloav - Rules 2.04.5 and 2.04.6 <br />A detailed description of the geology of the proposed permit area and adjacent <br />area is contained under Rule 2.04.6, Volume 1 of the permit application. <br />Additional information on the geology of the permit and adjacent area is shown <br />on Map 2, Mine No. 3 Geology, Map 3, Geologic Cross-Sections, Exhibit 1, <br />Tables 1,2,3,& 4, and Figures 1 and 2. <br />Results of chemical analyses of overburden samples from the Energy No. 3 Mine <br />are presented in Table 4, Overburden Chemical Data. The applicant has <br />included overburden geochemical analyses from 5 drill holes within the <br />proposed permit area; geographic and vertical sampling density are in <br />accordance with State guidelines for overburden geochemistry. No <br />acid-forming, toxic-forming or alkalinity producing materials have been <br />identified. <br />A minor concern is that no data are available in the permit application on <br />chemical analysis of the Lennox coal seam. This coal seam, which is known to <br />be somewhat high in pyritic and organic sulfur content in the Twentymile Park <br />Basin, occurs 1n the western portion of the area to be surface mined, and will <br />be spoiled with the overburden.
