Subject: Lorencito Canyon Mine, C-96-084, Bond Calculations
Dear Mr. Gorham:
We have re-formatted the Division's bonding calculations and provide the attached tables as
summaries for Section 3 of the Permit Application. These summaries compile die
~ reclamation tasks by operation and by year to afford the greatest flexibility in incremental
bonding. Our tables provide cross reference to the Division's tasks and the costs Ms. Binns
associated with them. We have identified discrepancies in the acreages Ms. Binns used for
revegetation costs and have proposed modifications for tasks /f6, !/7 and ry8 as described
below. LCC has a different perspective on the operation efficiencies in Tasks k 87 and
p87A, as the Division did not account for the side-by-side method of dozing which we
proposed in our original bond. (She had applied this method to other tasks). Lastly, the push
distance for Task !!88 applied by the Division was twice the distance required.

Bond Calculation Summary
Task q 6
Task Description: Revegetate portal areas, R1, R2, P3, PllP2 with the oaklpinyon seed
mixture totaling 25.26 acres.
The correct acreage from Table 2.05.4-1 equals 38.0 acres for the portal areas. Also, the
calculation for reseeding and revegetation within Task q6 does not cake into account the two
different types of seed mixtures, but lumps all of the disturbed acreage [o be reseeded to one
~ type of seed mixture. The reclamation cost for each disturbed portal area should he
calculated by the cost per acre for the resulting seed mixture, either oaklpinyon or grassland,
and multiplied by the total acreage for each vegetation community type. For example, the
PI/P2 disturbance should be split be[ween the grassland and oak pinyon seed mixture.
Task p 7
Task Description; Revegetate loadout, haul roads, and access roads with grassland seed
mixture totaling !98.06 acres.
The correct acreage from Table 2.05.4-1 equals 158.1 acres. This task should also include
the revegetation costs for the transmission line (2.4 acres) and rail line (3.8 acres). The total
reclamation cost would be calculated as explained in Task p 6.
