Dept. of Natural Resources <br />Energy Fuels Corporation ("EFC") was issued State Permit <br />No. 79-177 on March 24, 1980, by the Colorado Mined Land Recla- -_ <br />mation Board. Subsequently, on November 12, 1981, EFC changed <br />its corporate name to Colorado Yampa Coal Company ("Colorado <br />Yampa") and this permit submission is accordingly made in the <br />name of Colorado Yampa. Permit No. 79-177 is applicable to sur- <br />face coal mining and reclamation operations at Colorado Yampa <br />Mines No. 1, 2 and the Eckman Park expansion area, all located <br />approximately 15 miles southwest of Steamboat Springs in Routt <br />County, Colorado, as described more specifically in the legal <br />description attached to Permit No. 79-177. <br />The Mined Land Reclamation Board, at its January 29, 1980 <br />meeting, specifically found that the permit application submit- <br />ted by EFC for Permit No. 79-177 was in compliance with the <br />Permanent Program Regulations issued by the United States Office <br />of Surface Mining Reclamation and Enforcement on March 13, 1979, <br />under the Surface Mining Control and Reclamation Act (30 C.F.R. <br />§701 et seg.). A similar finding, with one limited exception <br />concerning contemporaneous reclamation, was made by OSM in <br />approving a major modification to EFC's existing mine plan for <br />Mines 1, 2 and the Eckman Park expansion area. <br />
