Shelton
Director
January 7, 1987.
Mr. William S. Tate
Senior Engineer
Western Associated Coal Corporation
420 Seventeenth Street
Suite 2300
Denver, Colorado 80202
Re: Blue Ribbon Mine - Status of 4'echnical Revision
Our File No. C-047-81
Dear Mr. Tate:
The Division has completed a preliminary review of your January 5, 1982
responses to our November 30 and December 4, 1981 adequacy review Zetters,
and in addition has reviewed your request for an additional coal supply
technical revision. The responses to the Division's review letters are
sufficient to allow approval of the technical revision to Western Associated
Coal's approved plan under the Colorado permanent regulatory program.
This T.R, will provide the Blue Ribbon nurse with an additional six-month
supply of coal which should be sufficient to allow operations to continue
until the permanent program review of the application has been completed.
As you know, the Blue Ribbon mine was granted a similar technical revision
on October 15, 2981. However, this existing revision approval expires
on January 31, 1982 and the review of the permit application cannot be
completed by that time. As such, this additional revision is necessary.
The areas approved for extraction are limited to the shaded areas shown
on revised Exhibit "C", Preliminary Mine Layout Map, which was submitted
as part of the technical revision request on January 6, 1982. The O.S.M.
has indicated that a separate approval of this technical revision will
not be reeuired from their office as they are currently acting in accor-
dance with the provisions of their March 2, 1981 Plinor Modification
approval. lfocvever, western Associated Coal Corp. must comply with all of
the stipulations attached to the O.S.P1. approval, unless the terms and
conditions of a particular stipulation have been resolved and W.A.C. has
received from the regulatory authority, in writing, a statement of how
the stipulation has been resolved or modified.
