OF NATUpgE <br />Re: Meeting of February 1, 1983 - Terror Creek Company <br />Dear Fred: <br />I appreciate the time that you and your staff took to meet with the <br />officials of Terror Creek Company and myself to review the planned <br />operations and completed construction techniques for the coal handling <br />facility located near Bowie, Colorado. The following people were <br />present at this meeting: <br />Colorado Mined Land Reclamation Division: <br />Fred Banta <br />Brian Munson <br />Dan t4athews <br />Colorado Department of Law <br />Paula Phillips <br />Terror Creek Company: <br />Stuart B. Ehrenreich <br />Rick Chilton <br />ACZ INC: <br />Eldon D. Strid <br />The purpose of the meeting was to review the planned operations of the <br />Terror Creek facility and the completed construction techniques for <br />preparation of the site for the facilities. Stuart Ehrenreich, <br />President of Pacific Basin Coal and Carbon Company, reviewed the <br />planned operation. The Terror Creek Company is a partnership between <br />Pacific Basin Coal and Carbon and the Bear Coal Company. Pacific <br />Basin Coal and Carbon is the majority owner of Terror Creek Company <br />with the Bear Coal Company functioning as a minority owner. The <br />Terror Creek Company plans to purchase coal produced from mines in <br />western Colorado for minimal crushing and sizing, and for loadout into <br />railroad cars and delivery to Terror Creek Company customers. Terror <br />Creek is in the process of completing contracts for both supply of the <br />coal from the small mines of the area and sale of the sized product to <br />other users throughout the United States or abroad. Currently, <br />contracts have been completed for purchase of coal from both the Bear <br />
