Reclamation Cost Estimate
I made a couple of changes to your questions for SCC regarding the Yoast Mine. Here's what
they were and why. In addition to a few minor changes for the sake of clarity, I made these big
changes.
Your Comment:
9. Uader productivity and Cost in the FPC, it appears that Seneca uses a BCY load factor
of 25.62. If this factor is converted to LCY the load factor is roughly 31. This 31 LCY
is well above the average machine volume of 26 LCY. Scrapers load m loose cubic yards
rather than bank cubic yards. Loading with 21.43 rather than Seneca's factor of 25.62
falls in the range of the average load factor of 26. ,
Please justify the 25.62 loading factor or revise the factor in all of the topsoil FPC
production sheets to 21.43.
I took this one out, because the heaped capacity (from the CAT handbook) for 637E scrapers
is 31 yd3. That 26 yd3 we use is an average of struck and heaped. I went through this same
argument with Tom Wainwright for Seneca II, and they were nght. They estimated 31 lcy for
each load, which is within the acceptable range. With topsoil, each load is generally heaped
above the scraper bowl. I've watched SCC and other operatLOns distribute topsod, and the loads
are always heaped. The weight limit for each load is 75,000 lbs, which would allow each yard
of matenal to weigh 2,419 lbs. Topsoil is typically 2,000 or less, so weight wouldn't be a factor,
either. In the Colowyo estimate we allowed them (not my choice, mind you) to factor in the use
of sideboards, for a load capacity greater than 31 yd3.
.Your Comment:
18. Page 25-4-16 under Miscellaneous Reclamation Activities, the first item states to Remove
Flume etc.. with a. total cost of $17,953.00. According to the Seneca II permit under
similar format, this amount is allocated to bacldill and grade 19 stock tanks. Please
change this heading to bacld'ill and grade 19 stock tanks and include the $17,953.00 on
the cost summary sheet in Tab 25.
I took this one out, because there aren't any stock tanks at Yoast. Just the surface water
monitoring flumes. Looks like they already have $551.00 to remove those.
