SHELTON Director
January 14, 1983
Mr. Tom Wainwright
Seneca Coals, Ltd.
Suite 4U0
10375 East Harvard Avenue
Denver, Colorado 80L31
RE: Seneca II-W Kline
File No. C-057-82
Oear Mr. Wainwright
Per your request during our meeting on January 12, 198"s, the following
are some preliminary adequacy review deficiencies which the Mined Land
Reclamation Uivision noted during the completeness review.
1) Topsoil stockpile W appears to be within the flood plain of the
ephemeral drainage through the permit area. The applicant must
either provide evidence that the topsoil stockpile is not within
the lU0 year flood plain or move the stockpile location.
2) Using the same nomoyraphs as used by the applicant and the same
HW/D numbers, the Division found that the followiny culverts will
not pass their respective peak discharges: AR-l, HR-1, HR-2,
HR-3, HR-6 and HR-7. Also, it appears that the three culverts
at HR-9 can pass the flow but no information was given on
available head.
The applicant must either revise the designs or provide evidence
that the culverts will pass the design flows.
3) Culvert B-9 appears to discharge onto a steep slope. The
applicant should discuss how erosion will be controlled at this
location.
4) It appears from exhibits 7-10 and 12-3 that runoff from the
yard area will enter culvert A-14 then flow off the permit
area. All disturbed drainaye must be diverted to the sediment
pond.
423 Centennial Building, 1313 Sherman Street Denver. Colorado 80203 Tel. (3n3) 866-3567
