III IIIIIIIIIIIII III
• •
STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Depanmenl of Natural Resources
1317 Sherman SI., Room 215
Denver, Colorado 80203
Phone: 13031 866-7 567
FAX: 13031 832-8106
DATE: April 13, 1995
TO: Susan Burgmaier
FROM: Larry Routten~Z
RE: Yoast PAR Responses (C-94-082)
II~~~
DEPARTMENT OF
NATURAL
RESOURCES
Roy Romer
Governor
lames 5. Lochhead
E¢pcW rve Director
Michael B. Long
Damon Dire['lor
I reviewed SCC's responses to items 14, 15, 16, and 74 in your
January 20, 1995 PAR letter. My observations and comments follow.
14. This concern was adequately addressed. The regraded spoil
monitoring plan incorporates all areas where potential problems
with spoil could occur, based on the baseline data.
15. This concern was adequately addressed. The regraded spoil
monitoring program is similar to the program at Seneca II, which
has been successful so far.
16. This concern has been adequately addressed. Revised pages 23
and 24 of Tab 21 now indicate minimum topsoil replacement depths of
1.0 and 0.5 feet on regraded spoil and undisturbed subsoil,
respectfully. They also indicate average replacement depths of 1.8
and 1.1 feet on these same areas.
Page 24 of Tab 21 references a publication by Pfannenstiel and
Wendt which indicates shrub establishment on reclaimed areas may be
enhanced by .replacing lesser thicknesses of topsoil. Since
revegetation plans for Yoast include establishment of shrub
islands, the Division encourages SCC to consider lesser topsoil
replacement thicknesses for these areas.
74. This concern was adequately addressed. Unsuitability criteria
for overburden were revised as follows:
a. pH less than 5.0, rather than 4.5,
b. Se greater than 0.15 ppm, rather than 0.5 ppm,
c. Mo greater than 1.0 ppm, rather than 2-8 ppm.
m:\coal\slb\sobpar
