Dept. of Natural Resource
iiiiiiiuiiiiiiiiii
As a result of a short term deferral of coal shipments and in anticipation
of a possible rail strike, the Dorchester #1 Mine will require additional
coal stockpile space to allow the current rate of production to continue. We
are therefore proposing a technical revision to our existing permit to allow for
a small expansion of our existing Loadout facility west of Florence, Colorado.
The additional area to be utilized is depicted on the enclosed map. The additional
disturbance on the western end of the Loadout will include additional land level-
ing. All topsoil will be removed (minimum stripping depth 12°) from this area
and deposited at the existing topsoil stockpile. (The entire stockpile is scheduled
for reseeding with the approved seed mix this fall.) Following topsoil removal,
the area will be leveled with the current 2:1 slope being moved approximately
200 feet to the north. The excavated material will be used to extend the loading
area to the east and to fill in trench which currently exists adjacent to the
current sediment pond. The area included in the eastern extension of the Loadout
has been repeatedly disturbed by past railroad construction and topsoil is limited
to small isolated pockets surrounded by the railroad disturbance. Prior to exten-
sion of the Loadout pad, all topsoil which can be salvaged from the area will be
stripped to a minumum depth of 12" and placed in the stockpile. The pad will
then be extended as previously described.
The additional storage and loading activities are fully covered under Dorchester's
current Emission Permit #C-13.206-1,-2. At present Dorchester plans to berm the
additional area and convey drainage to a single discharge point covered in our
current NPDES permit #CO-0037109. A comprehensive drainage and sediment control
plan with appropriate maps, descriptions and supporting calculations will be
submitted as Attachment I to this request.
,4 Subsidiary of Dorchester Gas Corpora ion
