LOng <br />/~ Division Dneclor <br />RE: "Preliminary;~ev echnical Engineering Study" <br />Bowie No. 2 Mine - (Permit No: C-96-083) <br />I have reviewed the above referenced study, which you forwarded to my <br />attention. This study was prepared by MAXIM Technologies, Inc., a geotechnical <br />subcontractor to Morrison Knudsen, the primary design contractor for Addington <br />Resources. This study was provided by J. E. Stover & Associates, the permit <br />consultant for the Bowie No. 2 Mine. As I understand the situation, Jim Stover <br />desires our opinion concerning the study, which he anticipates will comprise <br />the basis for many of the eventual responses to our geotechnical adequacy <br />comments. I have reviewed the study with Mr. Stover's request in mind. <br />General Comment <br />The Maxim Technologies preliminary geotechnical engineering study is <br />relatively thorough in its evaluation of operation -related geotechnical <br />concerns. It provides the results of a 23-hole boring program, including <br />laboratory characterization of the soils and bedrock encountered at the site. It <br />correctly identifies three generations of slope instability at the site. If <br />provides extensive preliminary recommendations for the design of the surface <br />facilities at the Bowie No. 2 Mine. It does not, however, provide any significant <br />information regarding the reclamation of the site. <br />The Division's primary mandate under State law is to assure that all mined <br />lands can be returned to beneficial use. To this end a multitude of topics are <br />addressed and standards provided within our regulations. To be sure, many of <br />our regulations also address operational topics, such as sediment control and <br />
