Shelton <br />Director <br />March 3, 1481 <br />T0: Brian Munson 1,- ~ <br />FROM: Jim Pendleton ~~-~~~-r--t~"~"` <br />SUBJECT: Blasting and W~, posal Aspects of the Hayden Gulch Coal Mine <br />Permanent Program Application <br />Pursuant to your request I have completed a preliminary review of the blasting <br />and waste disposal geotechnical aspects of Yampa Coal Company's permanent program <br />application for the Hayden Gulch Surface Coal Mine. I forward the following <br />comments for your consideration. <br />Specific Application Deficiencies: <br />05.3(6) Overburden: <br />1. No narrative explaining removal, handling or storage of all overburden materials <br />is presented within the application. <br />2. No statement of volumes or swell factors anticipated for the excess spoil <br />and overburden are included within the application. <br />.05.3(6) <br />(a) Surface Blasting Plan: <br />No general narrative explaining how the applicant intends to comply with the <br />performance standards of Rule 4.08 is included within the application. <br />Specific deficiencies of the blasting plan include: <br />1. A statement of whether or not any residence exist within one half mile of the <br />planned blasting and whether or not any pre-blasting survey will be conducted. <br />2. If a pre-blast survey were required, the applicant should explain how they <br />intend to perform this survey as required by sec. 4.08.2. <br />3. The application should include a statement of intended conformance with <br />blasting schedule publication as required by Rule 4.08.3. <br />4. The applicant should include the statement that the applicant intends to <br />conform with the surface blasting conformance standards of nearby resident notifi- <br />cation (4.08.4(4)), access control (4.08.4(5)), airblast limitation (4.08.4(6)), <br />safety buffer zones (4.08.4(7)), flyrock control (4.08.4(8)), hazard prevention <br />(4.08.4(9)), and maximum peak partical velocity limitation (4.08.4(10)). <br />.05.3(6) <br />(b) Waste Disposal: <br />1. The excess spoil pile design must be certified by a registered professional <br />engineer. No engineers name or registration number nor certification are con- <br />tained within the application.
