Long
Division Dvector
On October 23, 1997, the Division received a complaint letter from Norman and Lisa Bowie, of 1077 Fremont Avenue,
Penrose, Colorado (copy attached). The complaint is in regard to possible damage to their home from blasting at Portland
Quarry, and their concern that blazting at the quarry may cause damage to their home in the future. The Bowies have
recorded the dates and times that they felt quarry blazrs at their home.
[discussed this complain[ with Tracy Gunn by phone on October 22, 1997, hit. Gunn eXplained to me that every blast at
[he quarry is very well documented. He said that Holnam records the time and date of blase, the number of holes involved
with each blazt, the amount of powder used in each hole and seismic information on over 90% of blasts. I requested that
Holnam, Inc. send to the Division that information for the blast dates and times the Bowies have listed in their letter. If you
did not blast at or about [hese times, pleaze let us know.
We also request that you provide delay times between blast hole charges and the eXact type of each charge. Please provide
us the straight line distance to the Bowie's residence from the blast area, for these dates. Please also send any additional
information that you would like to provide.
We recommend that you contact the Bowies and request to make a survey of their home to record [he presence or absence
of [he types of damage that ground motions or air blasLS could possibly cause. We also recommend that you request their
permission to place seismic monitors at their home to record both ground motions and air blazts.
Please provide the requested information by November 14, 1997.
Please call if you have questions.
Sincerely,
Larry D.
