Monte Pascoe, Executive Director
MINED LAND RECLAMATION
423 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel. Frei
Albert Frei & Sons, Inc.
8400 No11y Street
Henderson, Colorado 80640
RE: Reclamation Pit Number I
Dear Mr. Frei:
On December 14, 1981, I inspected the above mentioned site in the company
of yourself and Mr. Larry O'Brian. A copy of my inspection report is
attached. Please note recommendations 1 and 3. I would be happy to discuss
these items with you prior to the January 25, 1982, deadline.
Prior to my inspection of this operation I also inspected Ms. Ferguson's
property, the adjacent southern property, on December 8, 1981, at her
request. Ms. Ferguson expressed concern that this operation was causing
a lowering of the water table on her land with associated deleterious
effects (local subsidence, loss of sub-irrigation, lowering of water
levels).
Based on these inspections and my review of the permit application, I
have the following comments regarding the effects of this operation on
the local hydrologic balance:
1. The current permit does not address the possible groundwater cone
of depression which may be caused by this operation during the actual
mining process.
2. The current permit does not address the long term response of the
water table to this operation. Specifically, the possibility of a
permanently lowered water table due to evaporation or a prolonged cone of
depression.
