Frei <br />Albert Frei & Sons, Inc. <br />8400 No11y Street <br />Henderson, Colorado 80640 <br />RE: Reclamation Pit Number I <br />Dear Mr. Frei: <br />On December 14, 1981, I inspected the above mentioned site in the company <br />of yourself and Mr. Larry O'Brian. A copy of my inspection report is <br />attached. Please note recommendations 1 and 3. I would be happy to discuss <br />these items with you prior to the January 25, 1982, deadline. <br />Prior to my inspection of this operation I also inspected Ms. Ferguson's <br />property, the adjacent southern property, on December 8, 1981, at her <br />request. Ms. Ferguson expressed concern that this operation was causing <br />a lowering of the water table on her land with associated deleterious <br />effects (local subsidence, loss of sub-irrigation, lowering of water <br />levels). <br />Based on these inspections and my review of the permit application, I <br />have the following comments regarding the effects of this operation on <br />the local hydrologic balance: <br />1. The current permit does not address the possible groundwater cone <br />of depression which may be caused by this operation during the actual <br />mining process. <br />2. The current permit does not address the long term response of the <br />water table to this operation. Specifically, the possibility of a <br />permanently lowered water table due to evaporation or a prolonged cone of <br />depression. <br />
