Just because Wazhington <br />state hatcheries for the delicate Chinook <br />salmon ace lined with asphalt; just <br />because environmentally wnscious <br />California haz long been overlaying <br />permeable soil bottoms of their <br />drinking water cescrvoirs with azphalt <br />(see Asphafr Conlracror maga>jne <br />article "Asphalt: good citiua in <br />landfills," July-Atigust 1991); and just <br />bccarrse states use asphalt cement (AC) <br />pavement for boat ramps in fishing <br />lakes-why should the doubters quit <br />doubting? Why should anyone believe <br />that it would be safe for the <br />environment to use crushed AC <br />pavement for clean fi117 Especially <br />governing bodies who always seem <br />suspicious Of cotrrse this stance is <br />understandable, since they usually have <br />to handle the cleanup whey things go <br />wrong. So the doubters said, " the heck <br />with history, let's see numbers." <br />Again the asphalt indtutry is <br />defending itself. It must scieatifically . <br />disprJ the tumors and notion. The <br />Illinois Asphalt Pavement Aawciation <br />(L4PA) is sponsoring the necessary <br />tests. IMS Heritage laboratories of <br />Indianapolis, ind, is entnuted to <br />research the numbers. <br />For leaclubiliry proprrmrs, the lab <br />uses the Environmental Protection <br />Agency (FPA) test method: Toxic <br />Characteristic Leachability Procedure <br />(TGIF). This requires grinding the AC <br />pavement until it will pazs through a <br />9.5 mm (approx. 3/8") screen, Placing <br />it in a jar made of a dark glass (to <br />eliminate the influence of ultra violet <br />radiation), adding acetic acid, water <br />and then tumbling tllc mizturc for 18 <br />~Ifours. A weak acid is used to simulate <br />acid rain. At the conclusion of <br />Tumbling. the liquid (Irlchatc) is Tested <br />lift nc~micals.
