Long <br />Division Director <br />The Division would like to take this opportunity to itemize the <br />concerns or suggestions that the Division believes OSM had during <br />the in-office review of Trapper's PAP, held during the week of <br />August 26, 1996, and the September 3 and 4, 1996 field inspection <br />at Trapper Mine for this special focus inspection. <br />OFFICE REVIEW <br />On page 4-222 of the PAP (Permit Application Package), OSM <br />believed that two statements need clarification. The first <br />statement is "The baseline data did not adequately define the <br />expected TSS values from the Trapper Mine drainages." OSM was <br />concerned that this statement could mean that the Division <br />approved a permit application without adequate baseline data. <br />The second statement is "Some increase in TDS is expected from <br />runoff from the disturbed area, but the existing data are not <br />conclusive whether this has occurred." OSM was concerned that <br />the data being gathered may not be enough to form a conclusion <br />concerning TDS. <br />The Probable Hydrologic Consequences (PHC) section in the PAP <br />seemed sparse, according to OSM. OSM believed that this <br />section should be expanded to include more discussion, <br />including hard numbers. It was also believed that the PHC <br />should contain predictions of the effects of mining on <br />springs, natural and spoil. <br />
