Dear Mr. Oswald:
International Uranium (USA) Corporation (the "Operator") submitted the Annual Report
for the Topaz Mine, Permit M-1980-055 HR (the "Permit") on January 28, 2003 to the
Colorado Division of Minerals & Geology (the "Division"). The Annual Report includes
an updated description of site conditions and reviews recent remedial and maintenance
work conducted at the site.
The enclosed "Reponses to Inspection Reports" provides a review of past Inspection
Reports and correspondence from the Division since the Permit has been transferred to the
Operator. This review is intended to ensure that outstanding inquiries and issues have been
addressed.
A new site map (TOPAZ MINE PERMIT M-1980-055 HR, 1"= 100') was submitted with
the recent Annual Report. This map is based on surveying conducted during the
summer/fall of 2002. The new map presents a Proposed Affected Area boundary. The
proposed boundary is entirely within the limits of the original Affected Area boundary.
Including the acreage of the access road, the Proposed Affected Area boundary totals 9.88
acres. The primary purpose in proposing a new Affected Area boundary is that the original
Affected Area boundary plus the acreage of the access road apparently exceeds the 10 -
acre limit for the Topaz Mine 110 Permit. Upon review and concurrence by the Division
with the Proposed Affected Area boundary, the Operator can mark the Affected Area
comers in the field and resolve the Corrective Action item that is outstanding on this issue.
The map submitted with the Annual Report does not include final closure and reclamation
depictions. A reclamation map will be submitted upon reaching concurrence with the
Division on the accuracy and completeness of the map submitted with the Annual Report.
