r~
Grand Mesa
Coal Company
May 23, 1979
Mr. Dave Holm
Mined Land Reclamation
723 Centennial Building
1313 Sherman Avenue
Denver, Colorado

Dear Mr. Holm:
III IIIIIIIIIIIIIIII
Firs[ and Columbia
P O Box 226
Delta. Colo 81416
Office. X303) 874-7561
Nine i303) 856-6402
In reference to letter dated April 24, 1979, I would like to direct
my comments on the violations of Permit #77-232.
2. The office and access road were cited along with an incoming
fresh water line which supplies our entire supply of fresh water.
A. Prior to Grand Mesa Coal's acquisition of Beldon Enterprises
in September, 1978, the office trailer was a private resi-
dence and the access road had already been cut.
B. The city water line from the Colby water district was also
in place, but was dug up and replaced because of numerous
breaks from the severe winter.
C. The refuse disposal area remains as it was prior to Grand
Mesa's takeover.
II. The total affected area is vertually as it was prior to September,
1978, however we have graded some roadways to facilitate drainage.
We feel the affected area to be slightly over 10 acres.
I2I. Other than our new vent shaft very little soil has been set aside
by the previous owners. We have, however, set aside 500 yard of
topsoil from another operation. The soil will be hauled from
Delta, Colorado, on a haulback from our coal trucks and set aside
for future reclamation.
While it is unfortunate that the problems cited in your letter do
exist, we plan on making improvements acceptable and comply with the law.
Sincerely yours,
PEM:cmm
GRAND MESA COAL COMPANY
~~~~~~
Paul E. Mohr
Mine Superintendent
u 1~,
