Enforcement
action forthcoming.
OBSERVPSI01`3S OF IiLLORTANCE:
a~"`
1. Topsoil stockpiles exist at various locations around this pit, particularly the
newer workings east of Academy Boulevard, but the original plan does not specify the
locations.
2. Highwalls exist around portions of the depleted pit to the north and east sides
(approximately ?5 feet maximum height). The operator is presently trying to utilize
a backfilling technique which involves constructing dikes and filling the reservoir
with clarifier fines. These dikes are constructed in a terraced fashion and show
same promise. However, the highwalls adjacent to and west of Academy Boulevard are
not presently involved in this technique.
3. The pit east of Academy Boulevard is utilizing a benching technique for mining --
a more desirable method from a reclamation perspective.
4. The operator appeared quite conscious of the reclamation problems associated with
these highwalls, and as mentioned in Ill above is seeking solutions to ultimately
eliminate these highwalls.
RECCS-1MEPIDATIONS
1. The operator should identify the location of topsoil stockpiles in the annual
report and estimate the amount of material currently present.
2. The operator should also elaborate on the technique for backfilling these highwall
areas (for ttte purposes of updating the files) and state what measures will be utilized
(and a time framework) for eliminating the highwalls immediately west of and parallel
to Academy Boulevard.
3. As there probably is not enough topsoil present to adequately cover all disturbed
areas, staff would recommend that the operator experiment with the overburden and
clarifier rejects to determine their growth potential. Staff would also recommend
that vegetation test plots be established to determine species suitability in this
sand-rich material that dominates the landscape.
4. Please supply the type and chemical nature of [he flocculent used in the clarifier.
;respected by: Mike Stanton /~~
Rec7~aticn Specialist
MS:ep
cc: S. Briggs
