N0: OS-01962 <br />NOV NUMBER: None <br />GENERAL COMMENTS <br />This was a complete inspection; I~owever, emphasis was placed on the abatement <br />of violations issued during an inspection on June 21, 1979. <br />Mining had not begun because the loadout facilities and other structures <br />were incomplete and not ready for handling coal. <br />The mine was on fire in one area underground and hLSHA had required all porCals <br />leading to the affected area to be sealed and air monitoring performed regularly <br />until it was safe to reenter the mine. Mine officials estimated it would be <br />four to five weeks before reentry to the mine was possible. <br />COMPLIANCE t:ITH INTERIM REGULATIONS <br />717.11 General Obligations <br />The required permits were available at the minesite, but modifications <br />of the original plan were being proposed. The modifications consist of <br />changes in the way old strip mining spoil would be reclaimed in con- <br />junction with disposal of excess rock and earth materials on surface <br />areas. The company wants to deposit mine rock in the old pits and <br />reclaim Chat portion of [he disturbed area in one operation. The plan <br />modifications also include the preparation of a surface drainage plan. <br />The modified plan had not yet been approved by the State Division of <br />Mined Land Reclamation. <br />717.17 Protection of Che Hydrologic System <br />The status of tV~is element has no[ changed from the previous report <br />with the excepCion of the sedimentation pond. The plan modifications <br />include relocating the sedimentation pond because of the location of <br />the D Seam entry. The present location of the pond coincides with <br />the proposed D Seam entry. <br />
