As <br />you are well aware, many things have happened since your inspection, including <br />the development of the 112 permit you recommended. I will address the points <br />individually as you raised them. <br />OBSERVATIONS OF II~ORTANCE: <br />1. I have measured what I consider to be the affected area, and in my opinion, <br />it is within the permitted 9.92 acres. However, 1 acre of the buffer zone was <br />disturbed to allow equipment access for placing of riprap to protect the buffer <br />zone, <br />2. The topsoil stockpiles have been shaped at less than a 2:1 slope, and will <br />be seeded 7/i/A of Western Wheatgrass. <br />3. The buffer zone has been protected by riprapping, and is wider than 100' at <br />the narrowest point. <br />RECOMMENDATIONS: <br />1. The 112 permit should be approved at the April Board meeting, and is <br />designed to include all of the present disturbance as well as any other planned <br />additions.
