It was an oversight on Cotter's part to not place another sign at
the Wright portal area. Anew sign has now been placed at the entrance to the
Wright Mine area. It is shown on Photo 1. Anew sign (replacement) has also
been placed at the northern, reclaimed portal. Twelve metal fence posts (T-posts)
were set in early January 2005, to mark the affected area permit boundary. The
posts were pointed out and the boundary was explained to the equipment
operators involved in the surface work prior to ditching and clearing. All posts
are still standing and most still have the flagging attached (flagging is visible in
the tree to the right of the inspectors in DMG photo #25). Two more posts have
been added. All posts have been painted orange to make them more visible, as
shown in Photo 2.
2) The diversion ditches have been enlarged and extended. Overall, the profile of
the ditch is as depicted in Appendix D, that is a triangular cross-section, two feet
deep. Hard ledges encountered locally during construction caused cross-sectional
variability for short sections. However, as mentioned in Cotter's response to
DMG Third Adequacy Review (Nov. 5, 2004), a channel depth of two feet is
oversized by a factor of three fora 10 year-24 hour event. A section of ditch is
shown in Photo 3.
3) Riprap has been placed, as described in Appendix D, and is shown in Photo 4.
4) The diversion ditch has been moved away from the toe of the waste dump. The
berm on the waste dump side of the ditch will prevent waste rock from entering
the ditch. The soil/cover material pile has also been moved away from the
diversion ditch.
Cotter Corporation -West Slope Operations Telephone (970) 864-7347
P.O.
