<br />Dear Rio Blanco County Commissioners:

<br />This letter is to inform you that the Colorado Division of Reclamation, Mining and Safety is proposing to
<br />approve a revision application for a coal mining and reclamation permit. The application was submitted by
<br />Colowyo Coal Company L.P. on August 6, 2025, for the Colowyo Coal Mine.
<br />
<br />The surface mine is located approximately 28 miles South of Craig, Colorado. The permit area is further
<br />described as follows:

<br />All or portions of Sections 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 19, 20, 21, 22, 28, 29, and 30 in
<br />Township 3 North, Range 93 West; Sections 7, 13, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 26, 27, 28, 29, 30,
<br />31, 32, 33, and 34 in Township 4 North, Range 93 West; Sections 1, 2, 3, 10, 11, 12, 13, 14, 15, 22, and 23 in
<br />Township 3 North, Range 94 West; and Sections 12, 13, 23, 24, 25, 26, 27, 34, 35, and 36 in Township 4
<br />North, Range 94 West (all in 6th Prime Meridian).

<br />221 W Victory Way, Craig, CO 81625. Copies of the Division's “Proposed Decision and Findings of
<br />Compliance” are available at your County Clerk and Recorder’s office. The revision application and
<br />proposed decision documents, as well as all other permit documents, can be viewed at
