Cunningham, Director <br />September 12, 2025 <br />Office of Archaeology & Historic Preservation <br />History Colorado Center <br />1200 Broadway <br />Denver, CO 80203 <br />Re: New Horizon Mine (Permit No. C-1981-008) <br />Permit Revision Application No. 10 (PR-10) <br />PR-10 Permit Boundary and Post Mine Land Use <br />Dear Sir or Madam: <br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, <br />Article 33, Section 116, Paragraph 4, of the Colorado Revised Statutes, that on September 12, 2025, <br />an application to revise coal mining operations at the New Horizon Mine was considered complete <br />for the purposes of filing. The revision was submitted by Elk Ridge Mining and Reclamation, LLC. <br />All review and comment periods as provided in the Act and the Regulations initiate from this date <br />of filing. <br />PR-10 proposes to increase the permit boundary and revises the post mine land use. The applicant <br />is not proposing additional surface disturbance outside of the area currently approved for <br />disturbance. <br />The surface coal mining operation is on land located approximately 1.7 miles Northwest of Nucla, <br />Colorado. The permit area is further described as follows: <br />All or portions of the following: <br />Sec 6, T46N, R15W: NE 1/4 NE ¼; W ½ NW ¼ NE ¼; SE ¼; <br />Sec 1, T46N, R16W: N ½ NE ¼ NE ¼; NW ¼ NE ¼; NW ¼ SE ¼ NE ¼; <br /> NE ¼ NW ¼; N ½ SE ¼ NW ¼ <br />Sec 36, T47N, R16W: SE ¼
