C���,, lad ,,,J <br /> �Sar1 TL{ <br /> PF ��e., - <br /> BLM West Gravel Pit <br /> DEC 0 ;; ZOZ3 <br /> Exhibit D <br /> Mining Plan DIVISION OF RECLAMATION, <br /> MINING&SAFE-rY-MINERA,_y <br /> Mining Method to be Employed: <br /> The BLM West Gravel Pit will be entered by the County,to provide a source of sand and gravel for the <br /> county road construction and maintenance within the vicinity of the pit. <br /> At the BLM's request,Jackson County shall not fence more than 1,6acres of active pit at any one time <br /> during this operation. All reclaimed areas will be fenced until revegetation has been established to the <br /> satisfaction of the BLM. <br /> As indicated on the attached plans,it is proposed to extract sand and gravel deposits in a northeasterly <br /> direction.Topsoil and overburden materials will be stockpiled in the mined out pit area as indicated. <br /> Jackson County will stabilize the topsoil stockpile with suitable vegetation. <br /> Gravel deposits will be excavated to maximum depth of 15 feet utilizing dozers and/or front-end loaders <br /> and side slopes of the pit will be maintained a 3 or 4:1.It is estimated that approximately 15,000 cubic <br /> yards of sand and gravel materials will be removed annually. <br /> Access to the proposed BLM West Gravel Pit will be afforded from Jackson County Road#5.It is not <br /> anticipated that any additional road construction will be required for this county operation. <br /> This site will be kept free of all-trash,waste material,garbage,and rubbish at all times.All refuse will be <br /> disposed of in the Jackson County Sanitary Landfill. <br /> Jackson County will carry on all operations in a workmanlike manner,having flue regard for the safety of <br /> employees;and shall safeguard with fences,barriers,fills,covers,or other effective=d6vices,pits,cuts,and_ <br /> other excavations which otherwise would unduly imperil the life,safety or property of other persons. <br /> Surface or ground water is not anticipated to create any problem during operations. <br /> A steel gate with warning signs will be placed at the entrance to the pit to restrict access to unauthorized <br /> personnel.The pit will be patrolled on a regular basis to inspect for damage and to remove litter and illegal <br /> dumping.All noxious weeds will be controlled by Jackson County Weed Control.No inoperable <br /> equipment or equipment not related to the mining operation will be stored at the site. <br /> All ground disturbing activities will occur within the permitted area. The`pit area"shall serve as a visual <br /> barrier and wind,runoff and erosion barrier during the life of the pit,until final reclamation occurs. <br /> Invasive weed treatment shall be cond cted annually throughout the entire pit area,and shall include all <br /> stockpiles. <br /> As gravel pit expansion proceeds,topsoil and vegetation shall be removed together and stockpiled.The <br /> stockpile shall be signed and kept distinct from subsoil's stockpiled for fill material. <br /> All soil stockpiles shall be seede4 and stabilized for the duration of the mining operation. <br /> All overburden encountered in mining shall be stockpiled for reclamation purposes. <br /> 4 <br />
