EXHIBIT L <br /> RECLAMATION COSTS <br /> The following information is provided to evaluate the amount <br /> of bond needed for Operations Stage A that allows for pre-mining <br /> development of the Plant Site and support facilities . In this <br /> analysis L.G. Everist, Inc. will have approximately 56 acres <br /> disturbed in some form or another. <br /> The activities planned in this Operations Stage will include <br /> stripping, soil and overburden storage, sloping to the plant <br /> working floor, processing plant installation in Phase 4 (50 <br /> acres) and construction of the 6. 0 acre" water recirculating area <br /> (i.e. freshwater and settling ponds) in Phase 1 . If development <br /> ended here the reclamation required would be to remove an <br /> estimated 300 yds of concrete foundations at the processing <br /> plant, resoil the 50 acres and revegetate the disturbed area in <br /> Phase 4 . In Phase 1, water recirculating area would have to be <br /> backfilled, resoiled and revegetated. We estimate 145, 200 cyds <br /> (6 ac @ 15 ft . average depth) would be needed to backfill the <br /> ponds . Adequate soil and overburden will be stored around the <br /> water recirculating area in Phase 1 for re-use on this area. <br /> Because mining will not start during Operations Stage A, we are <br /> not including any bonding for slurry walls . From the TABLE L <br /> calculations we request the financial warranty amount for this <br /> scenario be set at $343, 300 <br /> LGE will file a Technical Revision to increase the bond <br /> before starting mining as explained in Operations Stage B. Table <br /> L shows the estimated cost for this phase. Tables L-1, L-2, L-3 <br /> and L-4 show the estimated cost to reclaim each of the mining <br /> phases based on today' s costs and are included for future <br /> reference. <br /> The Equipment Used in the Estimate Is: <br /> • Scraper teams - 2-Cat 627G scraper, D9R Dozer, 140H grader & water truck - <br /> Resoiling, backfilling ponds, and bank fill placement <br /> • Grader- Cat 140H - seedbed prep and ripping plant site <br /> • Loader— Cat 688 — armoring placement <br /> • Dozers - 2 - Cat D9R - cut/fill working face sloping <br /> • Seeding team - standard farm tractor and pull behind drill, and crimping disk <br /> attachment <br /> L.G.
