Our initial review indicates that all preliminary items required by Rule 2.08.4(5) have
not been submitted. Thus, your application is incomplete for the purposes of filing as of April 26,
2023.

The increases in affected and disturbed area proposed with the TR134 application appears to assume
the proposed decision to approve Permit Revision No. 11 (PR11) will become final. Please confirm
this, and/or otherwise revise the acreage as necessary.

DRMS acknowledges Trapper Mine’s request for a stipulated approval regarding SHPO
requirements for cultural resource surveys. DRMS will not consider a stipulated approval of
TR134. For the newly proposed affected and disturbed area that has not been surveyed for cultural
and historic resources in accordance with SHPO’s standards (class III cultural resource inventory
conducted by a cultural resource specialist who meets the Secretary of Interior’s Standards), please
provide the information required to satisfy Rule 2.04.4 and 2.05.6(4) as necessary. Otherwise,
DRMS suggests Trapper Mine withdraw any acres proposed with TR134 that have not been
surveyed to SHPO’s standards.

In accordance with Rule 2.07.3(1), you have the opportunity to amend, review, or otherwise make
your application complete.
