Colorado Inactive Mine Reclamation Program
CLOSEOUT REPORT
ACTIVE MINE BOND FORFEITURE PROJECTS
Permit Information
Permit Number Operator Name Mine Name
C 76048 Horner Coal Company Jewell Coal Strip Mine
Type of Mine- Open Pit Commodity Mined Coal
PRE-RECLAMATION SITE CONDITIONS
Mine disturbance totaled approximately 15 acres including northern and southern bench areas, a 0.5 acre pit approximately
23' deep and hazardous highwalls and spoil piles. Near the central portion of the mine was a trench cut approximately 350'
long and 100'wide with 55' high, near vertical highwalls to the east and west. A knob of partially mined strata was adjacent
to the trench cut and was approximately 90' high measured from the bottom of the trench cut. An eastern scarp area
consisted of approximately 650 linear feet of highwalls averaging 25' high. There was a landslide in spoil and natural slope
material on the northern-eastern bench area. Vegetation was inadequate or generally lacking in the pit, on the knob, in the
northern and southern bench areas, and in the trench cut.
BIDDING/CONSTRUCTION INFORMATION
Type of Bid Documented Quote
(circle one) Formal - Bid as the Jewell Strip Pit Project, PKA-
PO Number Contractor Name &Address Construction Bond Amount
C188249 Kessler Reclamation & Earth Dates $ 1,008.00
Moving Start: 11-9-99
P.O. Final slope ratios
were generally 3:1 or flatter. The southern side of the knob was graded to approximately 2.5:1. The top of the western
highwall was 40' east of land outside the permit area owned by Brian Merritt, of Aguilar. Permission was obtained from Mr.
Merritt to take down the fence and slope back the highwall approximately 40'onto his land in order to obtain a final grade of
3:1. Spoil piles in the eastern scarp area were graded into the highwall and sloped to 3:1. Approximately 1,300 cu. yds. of
spoil pile on the southern bench area were graded into the pit and sloped to 3:1. Some grading on the north bench area was
completed to direct runoff into a runoff control pond. Water bars were installed along the access road. Topsoil had not been
salvaged by the mining operation so any available fine material encountered during reclamation was used for growth
medium. Disturbed areas were broadcast seeded with pinon-juniper seed mix. Mr. Merritt's fence was replaced.
Remaining Reclamation Requirements and Estimated Cost
The landslide area should be monitored to determine if it is still active and appropriate reclamation determined. The southern
and northern bench areas should be monitored for erosion and graded or stabilized as needed.
m:\imp\gsc\jewell\jeweliclose.frm
