•,,J <br /> Colorado Inactive Mine Reclamation Program <br /> CLOSEOUT REPORT <br /> TOMICHI PIT BOND FORFEITURE PROJECT <br /> Introduction: The Tomichi Pit project was developed to complete the reclamation requirements that were not completed by <br /> the operator under their reclamation permit. The project was completed by filling the abandoned gravel pit with the <br /> overburden material that was left on-site, after mining activities. The pit floor was raised approximately four feet, the four <br /> acres were graded to 3:1 or less, the soils were amended with fertilizer and compost, seeded with a wetland seed mix on <br /> the pond base and pasture mix on the surrounding areas, and mulched with hay from the adjacent pasture. <br /> Permit Information <br /> Permit Number Operator Name Mine Name <br /> M-83-064 Tomichi Equipment Company Tomichi Pit <br /> Type of Mine—Non-coal Commodity Mined: gravel <br /> PRE-RECLAMATION SITE CONDITIONS <br /> The Tomichi Pit site is located approximately one mile southwest of Gunnison Colorado. The pre-reclamation conditions at <br /> the site were characterized by an approximately two acre open water pit, significant noxious weed infestations, including <br /> spotted knapweed and Canada thistle, surrounding the pond, and approximately 3,000 cubic yards of overburden in large <br /> piles with steep slopes. The site is heavily grazed for cattle, which had destabilized the banks of the pond, and exacerbated <br /> the weed infestation. The Tomichi Equipment gravel pit is located on United Companies sand and gravel property. <br /> However, the revoked site is not within the boundary of United Company's operating permit. <br /> BIDDING/CONSTRUCTION INFORMATION <br /> DRMS received eleven bids for this project. Initial site work included building access into the site, and <br /> pumping water into the adjacent field from the pit. The pump operated 24 hours a day for the first week of the project, which <br /> brought the water level down to a manageable level. All of the pumped water infiltrated into the adjacent pasture, and did <br /> not enter surface waters. Initial excavation of the overburden piles revealed that there was significantly less material than <br /> needed to bring the ground level of the two acre pond to above the high water mark (approximately four feet). Due to the <br /> lack of fill material, we determined that the most effective strategy would be to bring the base of the pond up to above the <br /> high water mark, for the largest possible area in the pond, and leave the remainder of the pond as open water. The <br /> southern portion of the pond was the deepest area, therefore, a small open water area was left on the south side of the <br /> pond, and the banks were graded to less than 3H:1V slope. The remainder of the pond was filled in with at least four feet of <br /> fill. All overburden fill material located on the site was used to fill the pond. The banks of the pond were extended to provide <br /> additional fill material, and the entire four acre site was graded to 3H:1V or less. Trash and debris located on the property <br /> were burned on-site in three separate piles. Non-combustible materials were hauled to the Gunnison County landfill. Based <br /> on the location of the site, within a grazed pasture, we determined that a pasture grass seed mix would be appropriate for <br /> use on the site. The bottom of the pit was seeded with a wetland mix, due to the anticipation of a high water table during the <br /> spring and summer months. Schmalz Construction hauled 280 cubic yards of Gunnison wastewater treatment plant <br /> compost to the site and spread it approximately one inch thick across the four acre site. Fertilizer was also applied to the <br /> site at a rate of 200lbs per acre. Both the fertilizer and the compost were ripped into the soil to a depth of three inches. The <br /> fertilizer was a 1:1 Phosphorous and Potassium mixture. The Nitrogen (N)was removed from the mix due to the use of hay <br /> mulch rather than straw mulch. Hay mulch has four times more N than straw mulch, therefore, N was not needed in the <br /> fertilizer mix. The hay used for the final revegetation was produced from the adjacent pasture. The straw was applied at a <br /> rate of two tons per acre, and crimped into the site, and the site was fenced with a four-strand barbed wire fence, for cattle <br /> exclusion.
