Inc.
Type of Mine— Underground Commodity Mined- Gold
PRE-RECLAMATION SITE CONDITIONS
The Franklin Mine is an underground mining operation located in Clear Creek County on private land. In 1983 a Mining and
Reclamation Permit was issued (Permit No. M-1983-083), for 14.5 acres. The minerals extracted include gold, silver, lead,
zinc and copper. The State of Colorado, Division of Reclamation, Mining and Safety revoked the Franklin Mine permit and
forfeited the bond in 2008. The Franklin Mine is comprised of an underground mine, 2 tailings impoundments (Ponds 4 and
5), 2 reclaimed ponds (Ponds 1 and 2), a partially demolished mill facility, two shafts (Franklin and Freighter's Friend), the
mine office and assay laboratory, equipment storage and maintenance area and mining related debris. The site also
contains numerous containers of used oil products, chemicals, possible hazardous waste and a non-PCB transformer. All
hazardous waste was removed under the Emily Project, PO 09-058.
The goal of the project is to reclaim the site in accordance with the reclamation plan, and create a post-reclamation landform
which is stable and supports vegetation. In order to accomplish this goal, Gilson Gulch was designed by Deere and Ault
Consultants, Inc. to handle heavy thunderstorm runoff entering and leaving the mine site. Mine maps were scanned and
geo-referenced providing a working topographic map used to design the reclamation project. A series of rock boulder
check dams and grouted rip rap channels was designed and installed to dissipate the energy from large storm events in
Gilson Gulch. Mining related structures required removal, but accommodations had to be made to keep various structures
in place at the request of the landowner and prospector. In addition, tailings material present in Pond 4 and Pond 5 had to
be addressed to prevent further contamination of surface and ground water. Coordinated efforts with the Clear Creek
County Watershed Foundation were necessary due to the other remediation work downstream in Gilson Gulch.
Reclamation of the site involved the coordination from many individuals and organizations including; Xcel Energy, Clear
Creek County Watershed Foundation, Dorothy Kennec (landowner), Shannon & Wilson, Deere & Ault and Colorado
Cleanup Corporation (construction contractor).
BIDDING/CONSTRUCTION INFORMATION
Type of Bid Documented Quote Purchase Order
(circle one) Formal C188856 Bid as the Franklin Mine Bond Forfeiture Project
Bid Number Contractor Name&Address Construction Bond Amount
C188856 Dates $239,466.50
Colorado Cleanup Corporation
Start: 8/30/2009
Bid Date 16 Inverness Place East End: 10/20/2009 Project Cost
8-28-2009 Bldg.
