<br />Dear Rio Blanco County Commissioners :

<br />The Colorado Division of Reclamation, Mining and Safety renewed Mining Permit No. C-1981-019
<br />for the Colowyo Coal Mine on February 25, 2023, allowing coal mining and reclamation operations
<br />to continue under the provisions of the Colorado Surface Coal Mining Reclamat ion Act of 1979. The
<br />permit was issued to Colowyo Coal Company L.P., P.O. Box 33695, Denver, CO 80233-0695, (303)
<br />254-3184, for their mining operation located in Moffat, Rio Blanco County, approximately 28 miles
<br />South of Craig, Colorado. The permit area is further described as follows:

<br /> Portions of Sections 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 19, 20, 21, 22, 28, 29, and
