Victory Way Craig, CO 81625 Re: Trapper Mine (Permit No. C-1981-010) Permit Revision Application No. 11 (PR-11) PR-11 5-Year Mine Plan Update Dear Moffat County Commissioners: The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34, Article 33, Section 118, Paragraph 3, of the Colorado Revised Statutes, that on October 24, 2022, a permit revision application for a permit to conduct coal mining operations, Permit No. C-1981-010 by Trapper Mining, Inc., was considered complete for the purposes of filing. All review and comment periods as provided in the Colorado Surface Coal Mining Reclamation Act and the Rules and Regulations of the Colorado Mined Land Reclamation Board for Coal Mining initiate from this date of filing. The 5-Year Mine Plan Update, comprises revised pit disturbance, reclamation, mining and a new bond calculation for permit term 2023-2027. A proposed increase of 137.10 acres of State surface in the permit area is requested bringing the current 11,1057.00 acre area to 11,294.10 acres. A proposed increase of 295.00 acres to the affected area from 3,269.00 acres to 3,564 acres is requested. The applicant is proposing additional surface disturbance outside of the area currently approved for disturbance. The surface coal mining operation is located approximately 6 miles Southwest of Craig, Colorado. The permit area is further described as follows: Township 5 North, Range 90 West Section 5 All Portions of Sections 6, 8 and 9 Township 5 North, Range 91 West Portions of Sections 1, 4, and 5 Sections 2 and 3, ALL
