AvRY
CORPORATION
RECEIVED
APR 2 0 2020
April 13`h,2020 DIVISION OF RECLAMATION
Colorado Division of Reclamation, Mining and Safety MINING AN0SAFETY
Attn: Patrick Lennberg, Environmental Protection Specialist
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Pueblo East Pit M2000-041 TR 06 Preliminary Adequacy Review Response
Mr. Lennberg,
Please see the number responses below that correspond with the Preliminary Adequacy Review.
1. The technical revision requests the change in Phase IIB to be backfilled, replacing the current
plan of overburden storage. Fremont requests that Phase II's current mining and reclamation
plan be extended through Phases IIB, IIC and IID. The map included shows the phased mining
that is being requested and accounts for the backfill necessary for each phase. The Phase II
backfill needed is 507,097 cubic yards, which will come from Phase IIB overburden of 671,293
cubic yards. This pattern moves through the phases as the next phase provides backfill via
overburden to the previous phase. This will reduce the cost of reclamation of each phase by
moving the overburden once and near the worksite. Mining practices will remain the same
through Phase II as it currently is permitted and is requested that a revision is approved to
extend this mining practice through the remaining three phases.
2. It is requested that a revision be approved to allow for reclamation to continue through Phase
IIB-IID as is currently permitted in Phase II. It is requested that Phases IIB-IID be removed from
the current reclamation plan of reservoir.
3. Please see the attached mining and reclamation plan maps as requested.
4. Fremont intends to proceed in a phased mining operation with only two phases in various forms
of mining and reclamation at any given time. As stated above, overburden material from one
phase will supply backfill material for the previous phase. Fremont commits to contacting the
division prior to advancing into an unbonded phase.
Included below is a table showing the estimated reclamation costs of the two phases being open at any
given time.
ARY CORPORATION A&S Construction Co. 839 Mackenzie Ave.
Fremont Paving and Redi-Mix, Inc.
