M I qV074 RECEIVED
Bureau of land Management JUL 16 2019
Colorado River Valley Field Office WS"OF RECLAWTION
Mineral Materials Compliance Inspection Report MINING AND SAFETY
General Information
Date 7/2/2019
Project Name Dotsero Quarry
Operator Mayne Block&Stone
Serial Number COC-066169
Project Classification Mineral Materials Contract(expired 10/9/2011)
Project Location T4S R 86W Sec 34 NWNW, Eagle County
Inspection Purpose Compliance/reclamation inspection
Time Period Onsite 1 hour
Attendees Jessica Lopez Pearce, BLM Geologist(report author)
Carla DeYoung, BLM Ecologist
New Remarks
I inspected Dotsero Quarry on July 2, 2019 and was joined by BLM Ecologist Carla DeYoung. This site visit was
performed per the BLM Handbook H-3600-1, Chapter VII, Section B and to ensure that final reclamation efforts
were effective. The Contract for the Sale of Mineral Materials between BLM and Mayne Block and Stone
expired on October 9, 2011. Per IM 2015-147,there has been no production from this site since 2010 and
therefore no Mineral Production Verification Report is required. The weather was cloudy and drizzly with
temperatures in the 60's.
The quarry is accessible by travelling eastbound from Dotsero on Highway 6 and taking a left (north) on BLM
8460.This BLM route travels through several parcels of private land before heading uphill approximately 2
miles to Dotsero Crater. The Dotsero Quarry is located on the eastern edge of Dotsero Crater.
Final reclamation activities commenced on April 25, 2017 with recontouring (Habitat Construction, contractor)
and concluded on June 2, 2017 after reseeding was complete (Habitat Management, contractor). On
September 26, 2017, BLM provided concurrence with Colorado DRMS for a permit area reduction from 65.5
acres to 13 acres with a subsequent surety reduction. On October 19, 2017, Colorado DRMS granted the partial
acreage release. The current permit area is depicted on the attached site map. During my inspection on June
14, 2018, 1 noted that there were noxious weed infestations. In a letter dated September 11, 2018, BLM
required Mayne Block&Stone to perform weed eradication within the permit boundary. Mayne Block and
Stone's contractor, Habitat Management, submitted a Pesticide Use Proposal (PUP)on October 26, 2018. It
was approved by BLM on December 13, 2018. On May 16, 2019, Mark Ray from Habitat Management emailed
the BLM that herbicide had been applied on May 15, 2019. He had conducted broadcast and spot spray
treatments.
Upon my July 2, 2019 site visit, the Dotsero Quarry permit boundary sign, which is partially destroyed, was still
located at the previous permit area boundary, south of the updated permit boundary.
The site was inactive during my visit. There was no equipment present on site. The only evidence of litter were
the downed reclamation signs and bent sign posts. There were no soil or mineral material stockpiles present.
