Below are DRMS' comments in italics followed by CCV's response
in bold.
1. Potential for reduction in permeability: The DRMS is concerned about the potential to reduce
permeability through the use of cement in that impermeable zones may form and impair rinsing of
the VLFs leading to closure. The TR-111 request states, "The proposed ratio of cement to ore
(less than 0.7 percent) is significantly below the ideal cement agglomeration ratio."For record
and the purpose of comparison, please clarify what the ideal cement agglomeration ratio is, and
the cement ratio that was to be used in the High Grade Mill tailings agglomeration process.
(DRMS acknowledges the cement agglomeration process was never fully implemented at CC&0.
The purpose of this TR is to utilize cement for pH modification. Pending DRMS approval,
the process of application will be adding dry cement directly onto the ore via CC&V's
existing silo and belt addition at the crusher to then be placed on the VLFs. This process is
identical to that currently being used for application of lime onto VLF ore material.
The purpose of this TR is not agglomeration. Agglomeration requires a specific process in
order to produce a cohesive pellet, including: 1) dry mixing, 2) wetting and mechanically
