"NOWAR
February 25, 2019
FEB 282019
Division of Reclamation, Miningand Safety GrnGN OF RESAFETY
LgE GN
Y MINING AND SAF
1313 Sherman Street, Room 215
Denver, Colorado 80203
To Whom It May Concern,
In response to the rules and regulations established by the Mined Land Reclamation Board the following is our response
and comments regarding:
Parcei Number:0303ii 00006 Applica on for the Lazy Twu rii by Cunnell Resources, Inc Per the Notice sent by
Blue Earth Solutions, LLC, P.O. Box 2427, 80522 Fort Collins, Colorado, Bill Schenderlein Project Manager the application
is to create rangeland at or near Section 11,Township 10 North, Range 67 West of the 6th Prime Meridian,Weld County,
Colorado. The general location is approximately 2.5 miles South of the community of Carr,Colorado.
Comments and Concerns
#1:Well Permitting for the proposed Lazy Two Pit:
We are concerned after talking to several water professionals that it is possible a well of the size needed to support the
proposed Lazy Two Pit could have an impact on our residential well.
#2: County Roads in the proposed Lazy Two Pit area will be incapable of supporting the truck traffic that will be
associated with this project: We are concerned that County Road 21 and County Road 118 that are adjacent to the
proposed Lazy Two Pit which are gravel roads and of which are presently minimally wide enough for the residential
vehicle traffic in this area would become unsafe and unmanageable. The unsafe condition mentioned is in our opinion
obvious however the unmanageable condition may not be as obvious so the following is our explanation. Maintenance
of the county roads in this area have always been minimal and we do understand the difficulty that presents itself with
the maintenance of the roads in the area. However, when you add the trucking of material from the proposed Lazy Two
Pit to this equation the proper maintenance of the above-mentioned county roads would be improbable and when
compounded with the minimal width of these roads would create a possible liability issue to all parties involved
including the people traveling these roads daily.
#3: Property Values will be affected by the proposed Lazy two Pit: Our concern is that property values which are in
close proximity to the proposed Lazy Two Pit location will be affected for as many years as the mine is active and quite
possibly for years afterward.
#4: Public Health and Safety: There are many concerns with this issue concerning the proposed Lazy Two Pit including
but not limited to: dust from the mining process, contamination of residential wells (mentioned above in''item #1),
dangerous conditions encountered by the public traveling on roadways including people walking, riding horses and in
vehicles.
Thank you for considering the affects that would be daily concerns to us and the residents of the Carr,Colorado area as
indicated in the description of the Lazy Two Pit.
Phillip K. MacLean
10685 County Road 118, Carr, CO 80612, Ph.#970-776-0546
