i
EXHIBIT 71A
H S I HYOBOGEOLOGY
SOLUTIONS,
INCA
paulh@hydrogeologysolutions.com 1 (974)-275-5715 www.hydrogeologysoluti.ons.com
Technical Memo
To:Kathy Welt,Mountain Coal Company,LLC
From:Hydrogeology Solutions,Inc.
Date:March 22,2018
Re:Sunset Trail Lease Area Baseline Monitoring Recommendations
In March 2018, Mountain Coal Company, LLC (MCC) requested that Hydrogeology Solutions,
Inc. (HSI)prepare a memo recommending surface water and spring sites for baseline and routine
monitoring in and adjacent to the Sunset Trail Lease Modification Area.
HydroGeo, Inc. conducted a thorough surface water and spring hydrology survey in the Sunset
Trail Lease Modification Area in October 2011 (HydroGeo, 2012). The surveyed sites are
shown on Figure 1.
Based on the current area of projected longwall panels as depicted on Map 51, HSI recommends
that baseline monitoring be conducted on five significant spring and pond features and that they
be added to the MCC hydrologic monitoring network. Significant features are defined here as
springs having flow greater than 2 gallons per minute (gpm) and/or sites that are greater than 0.3
acres in areal extent. These five locations are directly above or within a 500 foot buffer of the
area of projected longwall panels based on exploration conducted to date (see Map 51). There are
13 spring and pond features directly above or within a 500 foot buffer of the area of projected
longwall panels that are not recommended for baseline monitoring because flow is less than or
equal to 2 gpm and the feature area is less than or equal to 0.3 acres.
In addition, we recommend that baseline monitoring of the perennial streams in the area
commence at the same time as the springs and pond sites. New stream monitoring sites would
include Lower Prong Creek above the confluence with Minnesota Creek (a site that has been
monitored by MCC in the past) and South Fork of South Prong Creek and North Fork of South
Prong Creek just upstream of their confluence. The Sunset Trail Lease Modification Area
stream, spring, and pond locations are summarized in Table 1 and shown on Figure 1.
Baseline monitoring on the new stream, spring and pond locations would consist of six
consecutive monthly sampling rounds (April through September) for one year, and then three
monitoring rounds (rising limb, peak flow, low flow), with one sample collected during peak
flow, in each subsequent year.
 1 4
