The panel extension to the east, will also
require modification of the Permit Area boundary to encompass the extension area, associated coal
leases, and potential related subsidence areas, adding approximately 40 acres to the Mine Permit Area.
Mining limits were initially established for the eastern edge of the WCR based on available
information on coal structure in this area. Subsequent mining and previous surface drilling have
resulted in better definition of structural constraints. This additional information indicates that
longwall panels can safely be extended further to the east, increasing the minable coal reserves,
extending mine life, and resulting in extraction of additional coal which otherwise would never be
recovered. Activities under the proposed mine plan modification will be limited to underground
continuous-miner development and longwall mining, and will not require construction of any new
surface facilities.
Preliminary mine development and subsequent production development and mining for the WCR have
been addressed by MRI 4-282, TRI 4-83, PRI 4-10, and PRI 5-11, all of which involved review of the
planned activities, any associated impacts, and related protection and mitigation measures. This
Technical Revision submittal tiers off of the previous permit approvals, and includes an adjustment in
the approved Permit boundary to add an addition 40 acres to the Permit Area to encompass the planned
panel extension and any associate subsidence impacts.
This submittal includes revised PAP text and supporting materials, as identified by the attached
Summary of Revisions/Additions. Please note that since this Permit Revision application only
addresses underground development and mining, and will involve no surface disturbance, there are no
associated impacts on reclamation liability, and no bonding calculations are being submitted with this
application package. We appreciate your consideration, cooperation, and assistance in facilitating
timely review and approval of this revision application. After you have opportunity to review the
accompanying information, please feel free to contact me with any questions or to discuss submittal
materials or related matters.
