August 17, 2018 <br /> Mr. Eric Scott <br /> Division of Reclamation, Mines, and Safety <br /> 1313 Sherman Street, Room 215 <br /> Denver, Colorado 80203 <br /> RE: Hunt Water, LLC Gravel Mine, Permit No.M-2018-027; (Adequacy Review Response, 7-25-18) <br /> Dear Mr. Scott: <br /> This letter is being generated to satisfy the preliminary review dated July 25, 2018 for the Hunt Water Gravel Mine. <br /> The italicized items are the current comment and the bold text are the responses: <br /> APPLICATION FORM:Adequate as submitted. <br /> The permit boundary has been modified slightly to be 128.5 acres v. the original 139.2 acres. The application <br /> cover sheet(attached) has been updated along with all the plans. <br /> EXHIBIT C- Pre-mining and Mining Plan Map(s)of Affected Lands(Rule 6.4.3). The mining and reclamation maps <br /> provided do not indicate a slurry wall around the 16.5 ac.pond in the southeast area of the permit, however, the <br /> reclamation map refers to it as a "reclaimed lined pond"please clarify as appropriate in text and maps. <br /> The 16.5 acre pond on the southeast side of the Site will be mined approximately 10 feet deep. The material <br /> will be stockpiled in berms around the perimeter of the mine area to create a reclaimed water storage vessel, <br /> the water storage vessel will then be lined with a synthetic/plastic liner to store water. There will be no <br /> groundwater exposed. Cross-Section 7 (Sheet 6 of Plans) shows the proposed depth of excavation, <br /> approximate groundwater level and the general layout of the excavation. <br /> Both the large central excavated area and the southeast excavated area are labeled as 'Mine Phase 1 (west)"- <br /> please revise. Also please verify area of the southeast mined area as it is listed as 14 acres on the mining plan map <br /> and 76.5 acres on the reclamation plan map. <br /> The outer area is 14 acres and the reclaimed area is 14 acres. The 16.5 acres has been updated to be 14 <br /> acres. <br /> How deep will the excavation be in the 5 acre "recharge pond"area in the northwest corner of the permit? Please <br /> indicate on the mine plan map where topsoil and overburden stockpiles will be located. These locations may impact <br /> geotechnical stability analysis and reclamation costs. <br /> Topsoil and overburden piles will be placed in the northeast corner of the site in the 12 acre processing area. <br /> There will be no stockpiles or perimeter berms along any excavation slopes. The mining plan has been <br /> updated to remove the perimeter berm detail. The stability analysis remain correct as the berms were not <br /> considered and that is how the mining will proceed. The recharge pond will be excavated 5 to 8 feet deep at <br /> a 3:1 cut slope. Significant stability analyses have been performed to show the recharge pond will be safe. <br /> The recharge pond is a part of a court approved water rights augmentation plan (2017CW3215). <br />
