Therefore, exposure of ground water must <br />not occur during or after mining operations. <br />® The applicant has indicated plans to use water for dust control purposes at the permit site. The source of water <br />for this use will be provided by the existing water rights associated with the property. Applicant must ensure <br />that the water rights associated with the property proposed to be used for dust control are decreed for industrial <br />use. <br />® The applicant indicated that there are two existing irrigation ponds, two irrigation wells and one <br />recharge/augmentation pond located on the property. The Applicant is hereby notified that water from the <br />irrigation ponds, recharge/ augmentation pond or the irrigation wells cannot be used at the gravel pit site since <br />they are not decreed for such industrial use. Applicant should contact the water commissioner for further <br />information. <br />COMMENTS: The subject application is for a surface mining operation on 139.2 permitted acres located in the SEI /4 of <br />Section 6, Township 3 North, Range 66 West of the 6`h P.M. <br />The mining plan calls for excavation to remove aggregate from approximately 10 feet to 15 feet and is anticipated to <br />occur above the ground water table. Given the fact that the site is located approximately 2.25 miles south of the Town of <br />Gilcrest, where shallow ground water is known to be present, we expect that ground water may be exposed at the site, <br />therefore in the event that ground water is exposed at the site the Applicant must obtain a well permit and a substitute <br />water supply plan or decreed plan for augmentation prior to exposing any ground water. <br />Applicant indicated that there will be no dewatering at the site and there will be no water lost with the mined product <br />since the mining is anticipated to occur above the ground water table and the material wilt not be washed. Thus, mining <br />will be accomplished by dry -mining method. A continuous soil/bentonite slurry wall will be constructed around the <br />perimeter of the mine site prior to mining. The site is proposed to be reclaimed to developed water resources for storage <br />of decreed water rights. In order for the proposed reservoir to be approved for water storage the operator must perform a <br />slurry wall liner leak test. <br />If stormwater runoff is intercepted by this operation and is not diverted or captured in priority, it must be released to the <br />stream system within 72 hours. This may require a discharge permit from CDPHE-WQCD.
